Title: Belt guide? For making wicker for baskets?

I have no idea what this is. The top blade shaped thing (looks like its never been sharpened, maybe not meant to be sharp) should be parallel with the roller, but its missing two pins from the side. On the right side there is a lever you press that moves the roller down and away from the top blade shaped piece that's removable by two thumb screws. The distance from the roller to the blade shaped top piece if adjustable by the big thumb screw in the middle.

It looks like a leather skiver.  If so, it should have a blade that is extremely sharp.

 skiver is what I  was also thinking,  small enough for a harness maker.

 is there a name on the blade ???

Ahh. No name on the blade but upon closer examination it does look like it was sharpened.
