Anyone know what they are for and how they work without any screws?

Looks like it"s missing the screw and handle parts. Try googling Wetzler, maybe you can find some info.

It looks like the right side is fixed to the bar while the left side is free to slide. Notice, also that the left side is designed differently. Could it be that it is made to be hit by a hammer and held in place by friction. Perhaps with a metal wedge?

It is actually pictured sideways.
It also seems to be missing the hand screw that goes on the bottom arm. when you tighten the hand screw it forces the arm against the bar at a very slight angle ther for locking it in place. From there the tighter you turn it the stronger the clamp.

My guess... notice that "hump" on the top of the movable jaw, slide the jaw into contact with the work, then wack the "hump" and the clamp locks down. Works same principle as a bench dog.
