Top one I have no clue. The top knurled pieces spin the shaft that is held by the three legs and the top knurled piece unscrews presenting a drill bit. Bottom is a tiny punch, but for what I don't know.

You're definitely right! After a quick ebay search it looks like a Kleen Reem pipe cleaner. Thanks for the help.

I have a very similar punch, same design, same japanned finish,
but about half that size. Never knew what that was for either,
but it works well!

That or a assembly line that a supervisor or workman checks / punches the card on an assembly. the old "punch" list.
