Title: a hand crank what is it.

It's stuck, I haven't had time to clean it or put it in mollasses. swing mount.
some wording on it just too dirty to read it. about 15" long/tall

I can make out a name  Sterling,
2 patent dates one on the swing out june 27 98 or 99
one on the crank gear. june  16 (?) 98 or 92
It sort of looks like a a smallish roll or spool fits on the post and feed thru the center no idea what it did?

Bingo that has got to be it! I read the explanation and know less than I did before???
Thanks for the help! one of these days I'm going to be done working on buildings maybe get some time to experiment with this thing.

the name Sterling may be the town.

under the patent that bill300d found, the patent was issued to Herman Carter, Mount Sterling, Ohio
