I think it's specifically for bulk chain for chain saws, somewhat adjustable for the different size chains, and a spinner to flatten end of rivet.

Looks like my Granberg Break-N-mend chainsaw chain tool. It will break your chain and then flatten-round off the tie strap rivet. Handy to have around the shop if you do much work with a chainsaw.

I got to talk with a Vise Grip official one time, when they were still here in Nebraska.  He said that Vise Grips were modified by themselves, or other companies in 42 different configurations.   That and they spent the most money on protecting their name and patents.
