Title: What would this be?

I found this in a box of things that I got from a friend and no one knows what it is.  It cam from an automotive shop. Would anyone have an idea of what it could be?

Can't think of anything automotive use for it, but resembles the center holder for a backyard clothes line, that folds down like an inverted Christmas tree.

What does the other side look like? And show the front without the tape measure.
