Guessing... glass blowers tool?  I searched and found a number of similar looking tools but nothing just like yours.

I could see using that tool to mark both sides of some object for match drilling or hole punching. Lets say, a harness maker would lay up two pieces of heavy leather, match mark both pieces then punch holes in each individual piece... just guessing

I'm thinking along the line as Joe, something that can follow a pattern underneath or transfer marks for holes to the top side. but then again it could be a nutcracker or sawset? <<grin>>

Looks similar to a modern adson tissue forceps.  Wonder if it was part of an old medical kit?

I sent a help request to the Corning Glass Museum here in NY State.  They just sent a reply today - better late than never - and here is their response:

"It is not a tool that would commonly be found in a glassmakers kit. I wouldn’t rule out the possibility that it could be a glassmaking tool though. It’s the right scale and could be useful for certain processes in glassmaking.
Short answer, I don’t know – it is possible."

Not very exciting but I tried!

I still think its some sort of hole locator. Nowadays they use something similar, called a strap duplicator. Here's a short video on how they work:
