Title: Caulking Wedge?

Would like to know if anyone can tell me what this is. Thinking perhaps an old caulking wedge used in ship building, but seems a bit small for that use.....

My guess is it may be a British turn screw/screwdriver.

I doubt for caulking a ship that tool would not take the pounding. I would think gibson is on the right path.
