Looks like an Albertson valve grinder.

Old school valve lapper. The fitting on the end fits in the slots that valves used to have for that purpose. The end oscillates and valve grinding compound on the valve face grinds a new seat on the valve and the valve seat in the head.

Used for lapping valves on older engines. They normally have several different tips for different makers valves. Although I have a nice one of these, I use the suction cup type because I only work on small engines now.

Missouri Valley Wrench Club had a 30-pg "XTRA" on valve lifters & lappers that came with the March 2016 Newsletter. This style & many others are in there. Patent #1,282,018 (http://www.datamp.org/patents/displayPatent.php?number=1282018&typeCode=0 ) describes the internal mechanism.

I know its called a grinder but don't think ur gonna grind the seat or valve with it. its 4 finish mateing the valve to the seat with a really fine smooth finish. i use suction cup 1's for my engines.
