actually i believe those opening slots held dies for putting bends in pipe. mostly steam/hot water cast iron radiators in ol' timey homes back in the day.

NO, Willimantic is a small older city within the town of Windham CT.
Norwich is also a small older city, about 10 miles south along the Thames river
