it is 19.5 inches long and is marked 1/2" on both sides

Looks to be a crimping tool to crimp the steel collar that holds steel or maybe plastic banding tight on pallets of boxes or other products.

I agree with Lewill2. I use to use one of those at work. For crimping a flat metal tube on plastic or metal straps to hold several items together or to fasten items to a pallet. Part of my last job of 32 years was using one oh those. Boring.
