Title: ALLOY C-10 Mfd USA ratchet

Came home with the above ratchet the other day.  It is similar to the Proto 5249 3/8" rat, but it does not have the class look of a Plomb or Proto. 
It has two faceplates, a knurled handle, and a brass selector switch.  Looks modern.  Seven inches long.
It was in good shape internally and now that it is lubed up, it works smoothly.
Anyone know of this brand?

Pretty sure that would be a Penens made ratchet. As for the part #, they used the same # across several brands they produced for, and some of the ratchets were not branded like yours. Can't answer why though.
