I got this in a bunch of tools I got last week. Any ideas ??

I would call it a holder, or turning device.   The Overhead camshafts on todays cars use similar tools to hold them motionless when the timing belt is replaced.  What this is for, good question.  Don't think its automotive, but may be foreign,  machine tool, even large factory machines.  Interesting piece, anything with it to give an idea?
