Inherited tool. Not sure what it's for. Looks like it could be fine in a blacksmiths shop or some type of crimping for electrical purposes. Sorry the length is 11- 3/4 long.
Typically called gas pliers. Came in many different configurations, but all kind of look the same. I like them. I have a pair as my go to pliers.

Prompted me to go to the basement and look at the pair i've had hanging there for years. V&B Cast Steel.
And i've always known them as gas pliers, too. :grin:
