Whitman & Barnes Is the maker and is one version of double alligator wrenches. Just think of it as an adjustable wrench of sorts.

Common pattern also known as "ALWAYS READY" - design patent D13,065 (http://www.datamp.org/patents/displayPatent.php?number=13065&typeCode=2 ) -- it appears on the "masthead" of the Missouri Valley Wrench Club Newsletter.
