Title: 22 inch iron wrench with 3 inch diameter round head with teeth on both sides

Does anyone know the specific purpose this big iron wrench was made for?
It has been a mystery on antiquers.com for a while.

22 inches long iron wrench with 3 inch diameter or circumference
(I'm not sure which, the OP on antiquers.com is vague)
round head with teeth on both sides. Two sets of teeth.

It looks like the number might be 4-18851. Not sure if a patent no or a part number.

Maybe a barrel/bung wrench?

Perhaps a wrench to hold a centrifugal clutch or starter?

Starting crank for ??? something old with out a electric starter.

Are you sure its a wrench??  Could be part of some sort of machinery????
