Not likely a Stanley Sweetheart; on those, the heart was integrated into an early version of the cropped-corner-rectangle Stanley logo, with "Stanley" in the rectangle, like the below:

the lettering looks like
"east stl il." East St.Louis, Illinois
No hammer manufacturer down there that I have heard of.
The logo reminds me of a French hammer maker that I can not remember the name of.
Could you post a pic of the whole hammer so we can tell what the hammer was intended for?

Cast steel is at least an indication of a quality tool.
