Title: What is this bell shaped object?

It's made of metal and is 11-1/2" tall. Anyone know what this thing is for? Someone sent me the photos, so I have not seen it in person.

Does, or did the center piece move up and down ? It looks all most like a center punch for round stock. I watched TUBALCAIN / Mrpete222 on Youtube make one and then nickel plate it.

I am going to guess that it is some sort of puller.  It would appear that the bolt is wrong for the tool and it should be either a square or hex head bolt.  It looks like it would be slipped in some type of fork and the bolt would be screwed into the bell to pull something away like a shaft.

There is a similar tool that is used on antique cars that screws onto the hub where the hub cap attaches to the hub and the bolt then is screwed into the axle to pull the wheel and hub off the axle.

My guess.
