Title: What is this hand tool?

I've been trying to figure this tool out for years, never did find anything on it. The part with two prongs can be rotated.

some type of a crimper?
The ruler is a place I've bought a lot of lumber from years ago. I-64/I-70 ramps to the Stan Musial Bridge over the Mississippi River is there now. The other go to place around there was Robertson's. Boy has that area changed for the worse!

It looks like it was used for pulling due to the bent handle.

The top plier jaw is rounded to protect whatever passeds through the pegs.

Maybe some kind of rope with a t-handle?  But what kind of mechanical advantage would pliers give over just pulling a T handle?
