Title: What is this? Is it a tool?

Hi,
I received this "thing" in a box lot at a local auction.  I have no clue what it is.  The barrel has a spring inside and the metal knob pulls out under the tension of the spring.

Any clues?

Maybe a hood latch from an old car?
