I have (or had) one of those. It is a special purpose - I'll have to see if I can find my post where someone here identified it. It resembles an inner tube patch tool but is not.
May be part or all of a tire patching clamp.

Well, When I found the one I had, there were two vulcanizer clamps with the lot, and this was very different from them. I posted a photo of it here (I think it was October 2014) and Branson replied that he had seen one and seen a photo of it, but was unable to post the photo. Here's his reply:
Branson: "I found a photo yesterday, copied it, and this morning I can't find the dratted photo. However, this table clamp holds a steel plate to a bench top. The plate is the rest of the tool. There's a hole in the plate near the center that the clamp tilts through. One end of the plate has a V shaped cut out like those on jeweler's wooden examples for supporting something you are sawing. I forget what the other side is shaped like.
I think you have a clamp for a jeweler's saw plate."
Hello, Here is a photo with a Vulcanizing Clamp, definitely 2 different tools. I agree the plate is the business area of the tool, the clamp would mount to the underside of a workbench, although the bench can't be more than 1-1/2" thick. I am still pondering the use of this thing!!!!!!! Regards, Lou
The tire patch clamps I have the top holder is more like bird foot.
Schaller is one of the brands. google pic, don't think I have ever take pics of the patch clamps a few of the patch kit cans.
These were used to hold down hand bread dough mixers. They slipped into a slot on the bottom of the mixer pan.

Thanks, Mike! Great to see how it was used. "Ma" threw out the mixer when she got an electric mixer and "Pa" saved the old clamp to use out in the barn.
Judging by how many of these clamps are around, you would think there would be a "boatload" of the pans around somewhere. I even have one of the clamps, but alas no pan to go with it.

Hello, I can see this being used as a beater block for small pieces of metal , to protect the bench. Al, as you suggested, this would also work well to hold a larger steel, or, brass plate to a bench ,or, tabletop.
