about 20 inches overall blade is 6 1/2 wide.
wood handle is curved like a breast drill handle
leather cutter? nope too dull
de-bark? nope wrong shape
medical? hope not
any ideas?

Looks like a vintage vegetable chopper, but I haven't seen one with a breast rest.

The lower / cutter section looks a lot like a tool we have somewhere for digging clearing for clay tiles. Does the handle hinge? or is it fixed. 6 1/2" wide would be the right size for a common 4" tile. I haven't used it in a few years, bobcat with a backhoe attachment is what we use now, 65' of gray water radials, 175' of septic radials, and 45' of kitchen radials.

I can see it being used to shave ice from a large block, from the looks of the handle, 100 years ago at a soda stand.
