The top mechanism looks like a gear for a seeder or fertilizer.

I might hazard a guess that the chisels (?) were for punching down packing in iron pipe fittings (or something very similar).

I think the chisels may be bushing drivers.  I have one around here that has a name or number on it.  If I find it, I will post the info.
