Park Tool manufactures bicycle repair tools. This is likely a chain breaker.

Need a ruler or coin  to judge the size. Bicycle chains are rather small. It looks like a chain tool to me, but seems it would need a pin in the movable art to push the chain link pin out. Maybe it is for pressing the pin through a link instead of breaking the chain ?

Pretty sure it is for pressing out the "cotter" pin from a pedal crank arm.  I made one from scratch.  Here's another style from an ebay listing...

 I think you're right amecks. I found a listing on ebay with the same tool described as a crank arm cotter pin remover.

Looking at the picture, something is wrong! It appears that the threaded portion of the shaft would not engage the body until the shaft is well past the "anvil" portion of the body. Also to my eye, the handle and shaft don't appear contemporary to the body, quality or style. Wonder if this is a home shop made composite?

 I was just looking at that too, the threads don't extend far enough to allow the pin to be used in a wide position.

Hello, Jeff. It looks like your photo shows the piece with the threads dis-engaged. What is the clear space between the pin & the anvil once the threads are engaged? Park Tool Co. is still in business, you should check their website. Regards, Lou

Now that you point it out, there isn't enough room to place a cottered crank arm.  I still believe that is the purpose of the tool but as Joe said it may have been modified.  One thing that does seem correct is the dimpled end of the pin, which would keep it centered on the cotters threaded end.
I would contact Park, send a photo.  If its wrong maybe they can supply the correct part.

Wow!! looks like a fella could spend a LOT of $$$ to get into the specialized bike service business. It sure looks like the OP tool was a chain breaker at it's birth.
