ANSWERED !!!
I know this was shown years ago in the old Tool Talk, but I can't recall if it was identified back then.
Knife sharpener comes to mind, but the two "wheels" don't turn and appear to be riveted in to be stationary.
The toothed end is not an alligator wrench in my opinion.
Length is 4 1/2 inches and the body is stamped steel and plated.
What the heck is it ?

sure looks like a stamped alligator with a sharpener though... The wheels don't turn, but do they sharpen?

I tried it on a couple of knives with no appreciable results,
With teeth on both sides but facing each other, I don't see it working as a wrench.

Hello, Papaw. I have been trying to think of where you find stamped wrenches. Bicycle tool kit?? Bi-fold door hardware often has proprietary wrenches. Just a couple guesses. Regards, Lou

I suppose that could be correct, but the heels do't turn and when I tried to sharpen a knife blade, they did nothing.
Do you have a picture of one or some text to support your thought ?

The closest tool I have to the one end is a sheet metal deburring tool.This isn't mine I have one with rectangular carbides.

But those rotate don't they ?

They can if you loosen the hold down screw.

Hello, Papaw. The wheels on the metal deburring tool that oldgoaly sent a photo of can be loosened/rotated/reversed, but that is only done to expose a new cutting edge. In use they are fixed. Regards, Lou

I understand the wheels on Old Goaly's tool can be moved. These can't. They are solidly riveted in place.

This thing is starting to bug me. Forget about sharpening anything with it. For sharpening, the wheels need to rotate and they need to cross each other to create a sharp point on the blade. 2 wheels beside each other wont sharpen, they may shave the edge down some, but not finish the job.

A member of a Facebook page ( What is this? Antique, vintage, and unusual item identification ) supplied the answer. It is a broadhead arrow sharpener.

I tried researching Laz. broadhead answer, and never found anything like it related to archery or broadheads. :-(
