This item is marked Oxwall, Japan. The two holes in the ends are for screwing it to a bench (or a board). The holes in the middle are for short steel pegs (missing). It is a tool, but not a wrench. If you know what it is, just say "I know", and lets some others guess. I don't know how uncommon this item might be.

Yes, wire bending tool, not much to look at but very handy.
Wire bending jig. I bought mine from Lee Valley a few years ago. Inexpensive and comes in handy. Great for making custom hooks for the pegboard.
