I think it is some kind of watchmaker's puller, but I cannot find my Otto Young 1889 catalog reprint of watch and jeweler's tools.  I think I have seen it in that book.  I have sold a few of those on Ebay, you could try searching there.

I found my Young catalog and looked on Ebay, but still could not find it.
