Obviously it is not a wrench, but how many of you know what it is and or have used one? Given to me by a friend today, he didn't know what it was and where used. Yes, I know what it is and how used. Somewhat beat up, probably heavily used, has a name of Eagle Brand.
Printing can be read, but will not show up in a photo.

Offhand, I would say it is a drinking water bag.
Seriously, the seepage evaporates and cools the water--in principal.

"Desert water bag." My brother had one. He never did tell me how well it worked; I'll have to ask him.

If it wasn't for the second picture, I was going to say an old water bag for cars and trucks. Carried them in hot climates in case of overheating. I think it was Bogart that I saw using one in an old movie once.

Many years ago as a Peace Corps Volunteer in Tanzania , East Africa our road engineers used them. Hung on front of a Chevy Carryall or Land rover and kept the water cool.

In the summers back in the early 1960s our family travelled from British Columbia to Manitoba and my dad always had one of these hanging on our 1952 chev car. and we all had a drink at every stop.
