Looks more for working stone than for leather to me. A bit heavy for leather.
They are called pinking irons. They are leather working tools. Nice find, I get 15.00 each for everyone that I find.
Thank you for the update. learned something new today. familiar with pinking shears, just never knew about these. i have cleaned them up on the brass wheel and they're still really sharp.
