Title: Odd Hand Blower of Some Sort???

Estate sale garage find that came with an assortment of other tools.  No markings at all.  Chrome plated about 14" long.  The chrome ball at the end is about three inches across and covered with removable nozzles or sprayheads.  Can't get the handle assembly disassembled but it appears to be a plunger assembly that you push to distribute the contents inside the ball assembly through the nozzles.  Would have to be an extremely fine powder or liquid to be able to push it through the nozzles.  Anyone have any ideas what this is.  Thanks in advance.

Im pretty sure this is used to show how pascals law works in a school experiment, I found one at UofT once
