Billings & Spencer 5" bicycle wrench.
Also marked "Made for Pope Mfg. Co."

Thanks for those links John.
Being from Connecticut, I was aware of the Pope automobile company but was unaware of the Pope bicycle company, Pope Mfg.
That explains the bicycle wrench.
