Is this Billings & Spencer wrench made that way or was it ground out by someone.

looks like someone tried to make a ratcheting wrench and did both sides.

Yeah, abused, badly, it's spread *and* recut. The early style S-wrench had 4 straight sides 2 parallel...
Looks like someone spread it, then tried to fix it by cutting 2 new parallel sides and the angled back sides, and then spread it again...uggg
These wrenches were only carbon steel, not all that hard to spread if over torqued.... (But the brighter mechanics just hammered them back , or perhaps only the blacksmiths had that much sense...-P)
