What is it for?
I have a small one of those to take the spikes out of my golf shoes.(HaHa)
Looks like it could wind up wire, cable, or banding straps. Never seen anything like that used for fencing, but could quickly take up slack on barbed wire.

Hmm...it is probably at least a foot long however, unless you have VERY large golf shoes...

Looks like a handle to a hand winch you'd use to bind a load down.
bending large electrical cables, to get into tight spaces. you need two tools to make real tight bends.

Hot Glass working tools are a whole catagory we never see here :(
(they are typically graphite, cold steel and red hot glass don't play nice)

It is a 'brace wrench', a medical tool, for a (then) Surgeon, to bend leg and back braces (strap iron) into shape to fit the patient. There is also an associated simple hooked bar wrench to use as a backing wrench....
In my shop it would be a scrolling fork.
