Title: I think it's a water pump wrench?

I picked up a couple of tools this weekend at local garage sales, and I think this one is a early water pump wrench.  From what I was able to find on the internet, BluePoint was made by Snap-on.  Does the place of manufacturing, (Kenosha, Wis.) help date it?

 That reissued patent was issued in 1929. Found similar wrench in early 30's catalog with pat appl on it. Info is probably available in (Collecting Snap-On site) but I ran out of time.
