Hi everyone, I recently bought an older sioux valve refacer and seat grinder and in the cabinet were a bunch of tools I have no idea what they are. One of them is an old measuring instrument made by Winona tool and I have no idea what it is, anyone have any idea?

Not sure I've seen a dial indicator with a base quite like that, but used old sets of valve and seat grinding equipment, with odd bits of tools. It may have been a setup for measuring wear on rocker arms, or slop in valve guides. Back when, valve guide and valve stem wear were serious wear factors in an engine.

Looks like a revolution counter to me.
Sets up to determine the speed of spindles, rotating shafts, etc.

It seems to be a direct reading dial gauge for a Winona InTheRod borer used to bore connecting rods:

The C-clamp with a V notch in it and the pivoting ball piece would tend to make me think it's a setup for measuring roundness or truing something that rotates on a shaft...

it's a universal set...it can be used for runout, end play, backlash, etc.

Yupp, Used them all the time to align portable cutting machines..
