This hand tool was in my dad's "collection".

I've tried other forums but no one has an idea what it is.

The tool is 8 1/2 inches long

A clamp for pulling flat belts together after the splice joint has been installed on the belt ends ?

What a nice looking tool, I like the way it has both R&L threads on the same shaft.
