I would guess done by someone at work.
Worn out screwdriver, re-worked the tip which shortened it, and cast a blob around the blade.
Some time with a file, etc., and 'voila'......phart! (pardon me)

I like it! Be fun to use on a cold night in the rain along a muddy road wouldn't it?

Someone posted another here from ebay a few months back. Seeing another one confirms my guess that these were Ford in house repairs during WWII when they couldn't get new ones.
