Any ideas what this thing is? Found it today and had to have it! Only markings I could find are a "D7" on the handle and "D8" on the head.

I believe it is a fence stretcher. How it works I don't know.

Mr. Wrench I do believe you are right the points walk around the post pulling the wire bob w.

I agree its a wire stretcher. They don't work very well.
