That would be a Buckingham thread restorer, probably a 6203. It's a universal thread restorer, the 6203 has a capacity from 1/4" to 1". Short version, you open it up wide enough to slide it past the damaged thread, tighten it down so the little wheel rides in the thread, and turn it off the part. The serrated jaws push the metal back into shape, restoring the thread. I have a 6103, basically the same tool, but with one longer handle rather than the two short ones, the 6203 is meant for use in a confined space. I've had it around for a long time and only recently had the opportunity to use it and it worked fine. Good find.

RWalters is right! it works great!!.
at first I thought it was a cutter wheel also..  But it rides in the threads to push against the 2 serrated & 2 guide jaws (Jaws self adjusting into threads) . so 1/4"-1" any TPI pitch. Why don't they sell this in stores?

I have used R&N (Reiff & Nestor, Lykens, Pa.) thread restorers for many years and thought that was all there was. They come in two sizes with 8 pitches on each. Not sure how one device could cover all pitches, but it would be neat. Maybe that is why we haven't seen one. I am sure lots of machinists tried lots of ways to fix "boogered" threads. I will stick with my R&Ns. I remember chucking up a shaft and trying to "pick up" threads to fix them. That doesn't always come out too good.

Dang, that is a slick looking unit there! I can think of a few occasions where it would have came in handy. Great find!

Wow!!  looked up "Buckingham thread restorer"  $196+. they aren't cheep!

Good grief, I guess $2 is a good buy then.
