Title: crimper or????

Could you help me identify this?  Is it some kind of a 3 stage crimper? 

There are openings for clamping at three positions.

Each side seems to clamp closed a little more.  No identifying marks!

Could it be used to crimp fence wiring, to take up slack?

I have had several pairs of those, and I always thought they were for bending wire or rod.

My thoughts were that it might be for snapping plate glass of various thicknesses right at the scribe line.  Probably not, but I wanted to throw it out there.

Far too much curl on it for glass, it would make a mess.
Wire forming tool seems right somehow,,,
