Reefer ratchet. For fridges and coolers of all kinds.
  With no mark I am guessing Indestro from the construction.

 It surely had a paper label for a hardware chain on it when new. Bellknap, LF&C, Western Auto or Pennys, ........somebody

4490 is the correct number for Duro/Indestro...

12 pt socket end is odd.....
