not sure on this pliers or what it is for, the name on it is

republic fast prod corp made in USA

one of the pic is the inside of the jaw do not think it is for hose clamp if it is it is for very small one,s
its 5 inches long

Looks like hog ring pliers for upholstery work , but you may be able to use them on the old style spring ring radiator clamps.

yes you are right lostmind i found them on internet they are for  auto seat covers and more very light duty
