Title: Is this a tool?

It is 31/2" long.  It is flat on one side and round the rest of the way around.  If not a tool, could it be a car part?

a tension adjuster of some sort

That piece would fit in a fixed part and have a nut that threads on it to pull it closer. Like Bob said- a tensioner of some sort.

Seems like it goes through a square hole? For some reason I wana say that it looks like something that would stick off the eaves of a house or power line pole to run a phone line from street to residence? Iunno I think wires when I look at that.
