What is this and who made it.
They must surely be hog-ring pliers, but I don't recognize the logo...
I'm also going with hog ring or c ring pliers pliers on this one. No clue who made them, but there is currently a listing on ebay for two pair, a 9008 like yours and a 9008A (looks like the L extension on the handle is shorter on the 9008A). Not sure what purpose the extension serves. Nearly all of the hog ring pliers, old and new, I've seen do not have it.
Never saw that brand , looks like it should have a spring to keep them open,
making loading the hog ring easier.

I concur, the spring would go in the two holes on the handle.
Right on the money about the spring. Here's a picture of the ones on ebay showing the spring in place.

WOW, I wasn't envisioning the spring like that, more like this:
Similar were used for fencing - C rings used to fasten chain link to the straining wires... today they come glued together like staples, and are closed with an electric power tool, although they are still often called 'hog ring clips'
Auto upholsterers use them too, to attach seat cover material to the seat frame.
