Title: Is this a saw set?

Marked HESTA with pat date dec 24. No year. What can u tell us about it? I ain't seen 1 like it. Maybe 4 use with a hammer. I don't know why it has 2 numbered star wheels.

Yes.

It is a Diston "Star"

Actual patent date is Dec 24, 1872

ur right the bottom of the "t" and "s" was cast off 4 it to sit in a mortise.  Thanks.
