OK, it's not a tool, but I did find it with some old tools... :-)
Solid Copper Block
2 3/8" W x 2 1/4" H x 1 1/4" D
Scale reads: 0 20 50 OIL

a die 4 a oil pressure face?

I had thought about that, but wouldn't copper be too soft to act as a die?
If it is such, it would have to be the "master" template for a die since the block is not in reverse -- I know that's hard to see in my pix [sorry].
More info: The block weighs about 2 1/2 pounds (40 to 42 ounces).

faces would be .020 or thinner many are done in Aluminum. That would raise the lettering then it would be highlighted with paint. could have been a test sample for the machine shop? but why in copper? The other part of the die could be rubber.

Because you can photo etch copper. That was the standard method or making a primary plate for decades for photolithography. (The copper plate then makes a consumable master, and the image is reversed in the process)

I think it is half of a plastic mold.
