what this is cause I don't. The ends are sharp as hell though, cut myself.

No idea, but isn't it amazing how many specialty tools there are out there in the world?  We've got two new ones just today.

I'm with Rusty, it's likely for a specific size  ring, maybe in a production setting.

I'd guess for the lock ring on a transmission shaft. Either for production line or Dealership tool
such as supplied by KentMoore  or others
