Title: Window Bolt

Does anybody know what tool can be used to remove this bolt and where I can find it? The previous owners of my apartment shut it and I would like to be able to open the window. Thanks.

True. But that tends to beget another problem.

Sort of like that Dr Suess story about getting the dogs to get rid of the cats, and the lions to get rid of the dogs, and the elephants....

PS: Just from experience, when people put security screws in windows to make them not work, it is usually because opening the window causes it to fall out on the floor because something else is broken, and screwing it shut is the cheap landlord fix...

 My mother does this to me all the time.
"See this" She says over the phone.
 "What is this?"
 "Its kind of round on top and has a doohickie, and kind of brown all over"
" What is this?"

 And I have to tell her.............. once again,...............
 my crystal ball is still in the shop!
  Its hard to get parts for them anymore.

It looks like a Torx, or often called Star driver. Can't tell what size.

It's actually a tamper proof torx, notice the little tit in the center?

 small sets of socket inserts are available at you local auto parts store.

You are correct, Skip! In a pinch you can break the tit off to use a regular Torx on it.

Very sharp pointed needle nose may do it, or use a punch or drift and a hammer to break it off.

I have a set and they were labeled "Security Torx" set.

EDIT:  they are common on LCD mounting brackets - might try an electronics store.  I bought mine over the Internet about 6 years ago - can't recall where I got them but I will go dig them out if you need a reference picture.

Horror freight has them also, in a nice little set of 40 something different types. Makes you kind of wonder why they call them 'security screws' when any knutz with $10 can walk out with a set of keys....
