this has 4 thumb screw adjustments.i think they made guns in the 19th century,i could not find a picture of this tool.

First thought is that it gives the appearance of an adjustable saw set. Not sure that I have ever seen anything exactly like it.

Definitely a saw set. Looks to me like an improvement on the 1848 Stillman's Saw Set Patent , by adding a plier leg.

I also see them listed as maker of a patented plane (Fales) and wire clamps and other misc things, almost everybody who was anybody made sawsets, so it is certainly reasonable...
They seem to be worth something, unusual for a sawset...
