It probably is a pipe cutter.  What is the scale and what does the rest of it look like?

Does it tighten by twisting handle? If so, I think it's a tailpipe cutter. The multiple cutters allow making a complete cut without swinging a complete circle, maybe popular with the folks who will slide under your SUV at the mall to steal the catalytic converter.

I believe KD Tools made one of these and it was for cutting exhaust pipe.
